Environmental Activity and Sector Registry Permits (EASR)

The Ministry of the Environment (MOE) has launched the Modernization of Approvals program to allow facilities to obtain an Environmental Activity and Sector Registry Permit (EASR) for certain activities if all activity and operating criteria are met.

Facilities and operations eligible for an EASR Permit include, but are not limited to:

  • automotive refinishing facilities,
  • commercial printing facilities – lithographic, screen and digital,
  • non-hazardous waste transportation systems (e.g., trucks and other motor vehicles, including vans and cars on public roads),
  • small ground-mounted solar facilities,
  • facilities processing end-of-life vehicles,
  • specific water-taking activities.

In addition, some facilities and operations are eligible for a Process EASR Permit under O. Reg. 1/17 – “Activities Requiring an Assessment of Air Emissions”.

Acoustic Consulting

Fulco Environmental Inc. staff is actively involved in the acoustics field through the successful completion of Detailed Acoustic Assessment Reports (D-AAR), Primary Noise Screening Assessments, Secondary Noise Screening Assessments, and Acoustic Audits in support of Ministry of the Environment (MOE) Applications for Environmental Compliance Approval (ECA) for air and noise emissions as required under Section 9 of the Environmental Protection Act. Noise emissions are compared to the Noise Pollution Control (NPC) Guidelines NPC-300 – Environmental Noise Guideline - Stationary and Transportation Sources - Approval and Planning.

All applicants for an Environmental Compliance Approval (ECA) and Environmental Activity & Sector Registry (EASR) Permits with Air Emissions under O. Reg. 1/17 are required to assess the impacts from all noise and vibration sources from their facility at all off-property sensitive receptors (Points of Reception) if the minimum separation distance between the facility and the sensitive receptors (nearest schools, hospitals, residences, etc.) are not achieved.

Indoor Air Quality

Fulco Environmental Inc. staff have conducted indoor air quality test programs for various volatile organic compounds (VOC’s), noise, oil mist, particulates (respirable and inhalable), comfort parameters (relative humidity, carbon monoxide, temperature, oxygen, etc.), and inorganics (weld fume and lead) following current National Institute of Occupational Safety and Health (NIOSH) methods and the Occupational Health and Safety Act. All test programs are usually conducted as part of an investigation or due diligence on behalf of industry to assess the air quality within there facility.

Our staff also conducts indoor noise test programs for employee exposure levels following current Ministry of Labour regulations and the Occupational Health and Safety Act. Test programs are usually conducted as part of an investigation or due diligence on behalf of industry to assess the noise levels on behalf of facility employees and to determine the areas that require hearing protection and the appropriate type of hearing protection based on the results of a noise study.

Environmental Compliance Audits

Environmental compliance audits are a great tool used to determine if a facility is currently operating within the current municipal, provincial, and federal regulations, and guidelines. More facilities are conducting internal and third-party environmental compliance audits in order to maintain their ISO 14001 certifications; to expand on business growth opportunities by showing that their facility is "environmentally friendly” and safe; and to ensure that they are operating in compliance with the constantly changing federal, provincial, and municipal environmental regulations and guidelines.

The environmental compliance audit has been designed to provide a detailed evaluation of the environmental status of the facility following the CSA Z751-94 Guidelines for Environmental Auditing: Statement of Principles and General Practices, CSA Z773-03, Environmental Compliance Auditing, and ISO 19011 - Guidelines for Auditing Management Systems.

Waste Audits

Ontario Regulation 102/94 and 103/94 requires that businesses that meet the specified reporting threshold determine the amount, nature and composition of wastes generated at their facility. The waste audit consists of sorting through various waste streams to identify the fate of all wastes and should provide consideration as to how the wastes are produced. Waste audits assist in the identification of the effectiveness of a waste management program as well as identifying specific areas for improvement.

The results of the waste audit assist in the preparation of a Waste Reduction Work Plan. The work plan functions as a planning exercise and documentation to maintain and improve waste diversion. The work plans include measured objectives and targets as well as a timeline to reduce, reuse and recycle wastes.

Air Emission Inventories (NPRI/REG 127) / Chemtrac

NATIONAL POLLUTANT RELEASE INVENTORY (NPRI)

The National Pollutant Release Inventory (NPRI) was established in 1992. The inventory is used to track and catalogue the release of pollutants, their disposal, or their transfer to recycling and other facilities. All pollutants released to air, water, or land is tracked.

Facilities which meet the reporting requirements are required to report to the NPRI under the Canadian Environmental Protection Act, 1999 (CEPA 1999). Over 8,000 facilities report annually on their pollutant releases and transfers to Environment Canada.

Contaminant emission reporting under the NPRI program are due by June 1 of each year for the previous calendar year.

CHEMTRAC (CHAPTER 423) ENVIRONMENTAL REPORTING & DISCLOSURE BY-LAW

The ChemTRAC program is similar to the National Pollutant Release Inventory (NPRI). The ChemTRAC program requires annual emission reporting for businesses located in the Toronto area to report their use and release of chemical compounds if they meet certain reporting criteria.

One major difference between ChemTRAC and the National Pollutant Release Inventory (NPRI) is that the reporting thresholds are significantly lower under the ChemTRAC program. ChemTRAC was designed to assess smaller to medium sized organizations that do not fall under the current NPRI program.

ChemTRAC came into effect January 2010 and all reports are due by June 30 for the previous calendar year.

Water and Waste Testing

All facilities that permit the discharge of process related contaminants to the sanitary and/or storm sewer system are required to show compliance with local municipal by-laws and Provincial Regulations to ensure the effluent contaminant concentrations meet the applicable effluent criteria.

The discharge of any contaminant into the sanitary sewer, combined sewer, municipal or private sewer connection is prohibited in circumstances where the discharge may cause a health or safety hazard, and/or an offence under the Ontario Water Resources Act or the Environmental Protection Act.

In some cases, discharges to the sanitary and/or the storm sewer are permitted if a permit is obtained from the local municipalities and/or the Ontario Ministry of the Environment.
